Empowering New Beginnings: Learning Resource Center Opens to Support Vulnerable Youth

A new chapter of opportunity was launched today at the New Beginnings Transit Home with the official opening of its upgraded Learning Resource Center, aimed at supporting vulnerable youth through education and digital access.

Minister for Social Justice and Empowerment, Joachim Henry, praised the initiative, stating, “We must continue working for the well-being of our young people. This center reflects our values and gives them a second chance to succeed.”

The New Beginnings Transit Home is located in the island’s north. It serves as a temporary residential facility providing a safe environment for children aged 2 to 16 who have experienced abuse or severe neglect and are in need of care and 

Permanent Secretary in the Ministry of Equity, Dr. Charmaine Hippolyte Emmanuel, highlighted the center’s transformation: “Equipped with modern technology and supported by trained staff, this space is designed to foster learning, development, and inclusion.” She thanked the Caribbean Development Bank (CDB) and the Inter-American Development Bank (IDB) for their vital support.

IDB Financial Sector Senior Specialist Michael Hall noted, “This project, born out of the pandemic, is part of our broader mission to strengthen communities and ensure continuity in education for at-risk youth.”

The CDB’s Senior Operations Officer (Social Analyst) Elbert Ellis echoed the sentiment: “This center is a long-term investment in Saint Lucia’s human capital—a place where vulnerable youth can grow, learn, and unlock their potential.”

The project forms part of the Safety Nets for Vulnerable Populations Affected by the Coronavirus Project, supported by the IDB and CDB.
